The Libyan Government has made it mandatory to have a visa before entering the country except for a few countries which are visa exempted by the Libyan Government. There are three types of visas granted by Libya to enter the country, they are:
You need a visa if you want to visit or live in Libya for more than 20 days; you can apply from Libyan embassies or Travel agencies depending on your nationality and the type of visa you need.
Libyan Embassies or Consulates in some countries issue Residence visas for those who want to live and work permanently in Libya; the maximum stay is 3 years which can be extended after that.
Entry Visa: This type of visa is granted to those people who want to visit Libyans as a tourist (maximum stay for this type of visa is 30 days) and travel to see the country.
Transit Visa: This visa is granted for those who want to transit in Libya through Mitiga International Airport or Benghazi libya. You can reach your final destination by using sea or land from one of the neighboring countries without entering Libya again, but you have to have a ticket to leave Libya in less than two days.
Residence Visa: This visa is issued for those who want to live and work permanently in the country if you are not a Libyan national or acquire a residency permit in one of the Libyan cities which allow foreigners residence, maximum stay is 3 years after that it can be renewed if still needed.
Libya may grant visa-free entry to nationals of certain countries and issue visas on arrival.
Libyan embassies and consulates in some countries can issue visas on arrival for Libyan refugees, but it’s limited to these countries only.

You can submit all required documents to Libyan embassies or consulates by mail except the guarantor letter, which has to be issued from Tripoli.
